Renewable energy boost: Appalachian Power’s Top Hat wind facility to lower customer rates

November 13, 2025

CHARLESTON, W.Va. (WVVA) – Appalachian Power Company (APCo) today announced a significant stride in enhancing West Virginia’s energy landscape and economic growth with the acquisition of the Top Hat Wind Facility. This strategic move is set to attract major industrial customers keen on integrating renewable generation into their energy portfolios.

The Top Hat Wind Facility, an impressive addition to the region’s power infrastructure, boasts a generating capacity of 204 megawatts (MW). It officially commenced operations on Friday, November 7, following its approval by the Public Service Commission of West Virginia in 2023.

“Customers who want to locate or expand in West Virginia seek an energy mix with renewable resources,” stated Aaron Walker, APCo president and chief operating officer. He further emphasized the long-term benefits of this acquisition, noting, “Additionally, the addition of the Top Hat Wind Facility is expected to result in a reduction in West Virginia customer rates over the life of the project.”

While West Virginia customers will observe a minor adjustment in their Environmental and New Generation (ENG) tariff, effective December 12, this is a temporary measure. The increase will be approximately 0.62%, or $1.08, for a residential customer utilizing 1,000 kilowatt-hours (kWh) per month. However, as new industrial users committed to these renewable resources come online and other cost-of-service benefits materialize, customers are projected to experience a reduction in the ENG tariff and their overall utility bills.

As the colder heating season approaches, APCo is committed to supporting its customers. The company encourages everyone to explore available energy efficiency programs by visiting TakeChargeWV.com and to learn about multiple convenient payment options at AppalachianPower.com/Assist.
