Colombia launches Gecelca Solar to accelerate clean-energy transition in the Caribbean

December 9, 2025

With an initial 650 MW, Gecelca Solar will drive renewable-energy deployment and lower energy costs for more than 150,000 households across Colombia’s Caribbean coast.

The Ministry of Mines and Energy of Colombia has announced the creation of Gecelca Solar, a major milestone in the country’s strategy for a just energy transition under President Gustavo Petro. The new generation line represents a structural shift for Gecelca, historically a coal-fired power producer, which is now moving towards large-scale renewable energy generation.

Gecelca Solar will start with an initial solar PV portfolio of 650 MW, including a 200 MW utility-scale solar farm designed to reduce energy costs and strengthen energy security for more than 150,000 households in the Caribbean region—one of the areas most affected by high electricity prices and persistent energy vulnerability.

“With Gecelca Solar, we are leaving behind the model that made electricity expensive across the Caribbean coast for decades. We are betting on a cleaner, more affordable future with energy justice for the people. This is a concrete step towards fulfilling President Gustavo Petro’s promise: that families should not have to choose between buying food and paying their electricity bill. The energy transition is beginning to be felt where it is most needed, while we also begin the decarbonisation of coal-fired plants,” said Edwin Palma Egea, Minister of Mines and Energy.

The new vehicle will also channel funding into additional renewable-energy projects, helping to accelerate the reduction of energy poverty, promote fairer tariffs and expand Colombia’s large-scale clean-power capacity.

With this decision, the national government strengthens its commitment to a cleaner, more equitable and sustainable energy system for both the Colombian Caribbean and the country as a whole.
