The Philippines awards 10.2 GW in GEA-4 renewable auction

November 12, 2025

The Department of Energy (DOE) of the Philippines has announced the results of the Green Energy Auction (GEA-4) Program, a competitive bidding program aimed at promoting the adoption of renewable energy in the Philippines. Overall, 123 projects totalling 10,195 MW were selected, including over 4,179 MW of ground-mounted solar projects, 2,284 MW of floating solar projects, around 2,518 MW of onshore wind, 1,189 MW of integrated renewable+storage projects, and 25 MW of rooftop solar projects. This amount exceeds the previous award of 9,423 MW in September 2025.

The largest projects include the Cauayan ground-mounted solar project (two phases of 270 MW and 630 MW, respectively) and the Angat floating solar project (two phases of 540 MW and 500 MW). In addition, RENOVA has been awarded a 20-year fixed-price PPA for its 85 MW solar project in the Visayas Region, Philippines (RENOVA press release, 07/11/2025).

According to Enerdata’s Global Energy Research, the Philippines had a total installed capacity of nearly 29 GW at the end of 2024, of which solar accounted for about 6%. The Renewable Energy Roadmap 2020-2040 aims to reach 35% of renewables in the power mix by 2030, and 50% by 2040 under a Clean Energy Scenario (CES) (35% in a Reference Scenario (REF)).
