New York’s cannabis market has surpassed $2.5 billion in sales since MRTA passed in 2021.

ALBANY, N.Y. — The New York State Cannabis Control Board and Office of Cannabis Management announced Wednesday the release of the 2025 Annual Report.

According to the report, New York’s legal cannabis market has surpassed $2.5 Billion in adult-use retail sales since the Marihuana Regulation and Taxation Act was signed into law on March 31, 2021.

As of November 30, 2025, around 556 licensed dispensaries opened across the state, almost doubling the amount in 2024. Through November 2025,  OCM says it processed over 2,362 licenses and renewed 798 licenses.

“This Annual Report reflects the market New Yorkers have built together over the past year. We expanded access to regulated, tested cannabis products, strengthened consumer protections, and continued to advance an equity-centered market framework,” said Susan Filburn, Acting Executive Director of the New York State Office of Cannabis Management.“Surpassing $2.5 billion in adult-use sales is a major milestone, and our focus moving forward is ensuring this growth remains responsible, transparent, and grounded in public health and safety, while continuing to deliver opportunity and reinvestment to the communities most impacted by prohibition.”

As of November 30, 2025, OCM says:

  • Adult-use sales surpassed $2.5 billion since MRTA passed
  • 556 adult-use dispensaries open statewide
  • 2,362 licenses have been process and 798 were renewed
  • 31 medical dispensaries and 11 co-located medical/adult-use dispensaries have opened
  • 81,500 patients registered for the Medical Cannabis Program
  • 4,647 provides registered to certify patients for medical cannabis
