January 7, 2025

Spencer Fane LLP is pleased to announce Evan D. Johnson joined the firm’s Austin, Texas, office as a partner in the Environmental and Energy Law practice groups.

Evan represents gas, telecommunications, and water utilities in complex regulatory proceedings before the Public Utility Commission of Texas and the Railroad Commission of Texas, drawing on more than a decade of focused industry experience to consistently achieve favorable outcomes. He has served as lead or co-counsel in rate cases, applications for certification of convenience and necessity, sale-transfer-merger proceedings, rulemaking projects, energy efficiency cost recovery proceedings, renewable energy matters, and customer complaints.

Within his expansive water law practice, Evan provides sound guidance to water and wastewater utilities on issues associated with rates and acquisitions at the Public Utility Commission, the Texas Commission on Environmental Quality, and the Office of the Attorney General.

“Evan joins us with a lengthy track record of success navigating the highly complex regulatory environment critical to the success of water, electric, and gas utilities,” said Bill Hopkins, Office Managing Partner for Spencer Fane in Austin. “In addition to his broad utility law knowledge, his focused experience in water law will undoubtedly offer valuable insights to our cross-office team as that practice area continues to grow. We are thrilled to have him on board.”

Evan attended the University of Texas at Austin for his bachelor’s and master’s degrees, later earning his Juris Doctor at the University of Houston Law Center. He is heavily involved in legal and volunteer organizations within Austin and broader Texas communities, including serving as general counsel to the YMCA of Greater Austin, and is a frequent thought leader at state legal and utility industry seminars.
