Valley Water Earns CMTA Investment Policy Certification

Valley Water has earned the Investment Policy Certification from the California Municipal Treasurers Association (CMTA). This recognition highlights Valley Water’s commitment to financial transparency, professionalism and best practices in public sector investing.

The CMTA Investment Policy Certification Program was developed with the support of the California Debt and Investment Advisory Commission. The program helps public agencies statewide create and improve their investment policies to follow the highest industry standards.

On Feb. 27, 2025, Valley Water received a score of 99 out of 100 for its investment policy. Three CMTA members reviewed the policy independently and praised it for its thoroughness and clarity.

Valley Water Treasury staff actively manages an investment portfolio of approximately $700 million and earned $17 million in interest earnings for FY 2025 as of May 2025. This certification means that Valley Water’s Investment Policy meets best practice standards across 18 key areas, including:

  • Ethics and conflicts of interest
  • Authorized investments and institutions
  • Safekeeping and custody
  • Diversification
  • Internal controls
  • Reporting and transparency

Receiving this certification benefits both Valley Water and the public by:

  • Ensuring compliance with California Government Code
  • Demonstrating transparency and due diligence
  • Supporting audits and internal reviews
  • Strengthening public trust in how funds are managed

The CMTA began this certification program in 2012 to support government agencies in managing public funds wisely and responsibly. Open to all California public agencies, the program encourages strong investment policies and helps ensure public funds are protected and wisely invested.
