Victoria Declares Five Onshore Renewable Energy Zones and Offshore Shoreline Zone

The Victorian government has officially designated five onshore renewable energy zones (REZs) and a separate shoreline zone for offshore wind infrastructure. This step finalizes a process that began with the May 2025 release of the draft Victorian Transmission Plan and included over two years of statewide community consultation.

The declaration establishes geographic boundaries and indicative transmission hosting capacities for each zone. Developers of solar, wind, and battery energy storage systems (BESS) must meet government standards for community engagement and provide social and economic benefits.

The five onshore zones—South West, Central Highlands, Gippsland, Western, and North West—extend across regional Victoria from the state’s southwestern pastoral areas to the Latrobe Valley in Gippsland. The Gippsland region accommodates both the Gippsland REZ, situated between Morwell and Sale, and the Gippsland Shoreline REZ, which will contain underground cables linking Australia’s first offshore wind farms to the main grid.

VicGrid chief executive Alistair Parker stated that the declarations will enhance coordination of solar, wind, and battery projects while minimizing unnecessary transmission infrastructure. He noted that Victoria’s coal-fired power stations are scheduled to close within the next decade, requiring substantial new renewable energy development to meet rising electricity demand. Parker emphasized that renewable energy zones will improve project coordination and signal to communities and industry where development should take place.

The designated zones result from a framework that has evolved significantly since its initial drafts. The original Victorian Transmission Plan, published in May 2025, proposed seven REZs to support the state’s targets of 2.7GW of utility-scale solar PV generation by 2040, 5.8GW of new onshore wind, and 9GW of offshore wind, with the zones covering roughly 7% of Victoria’s land area.

After public consultation, an updated transmission plan in August 2025 added 200,000 hectares of designated renewable energy area, expanding the total footprint to 1.88 million hectares across nine zones—up from seven in the initial draft—as the government integrated industry and community feedback. The final declared zones differ from both earlier versions.

The latest consultation round refined zone boundaries and removed certain areas, including a portion of the South West zone, which was set aside pending further suitability assessment. The northern part of the South West zone, locally known as the Dundas Tablelands, was excluded due to environmental, biodiversity, and land-use concerns. Adjustments were also made to the Central Highlands REZ, covering areas west and south of Ballarat, with a northern section removed and a small southern addition.

One proposed zone, the Central North REZ, which had been suggested in two sections covering areas between Bendigo and Tatura and between Shepparton and Glenrowan, was not declared and will undergo additional formal consultation before any decision.

The declarations come as Victoria pursues legislated renewable energy targets of 65% by 2030 and 95% by 2035. The REZ framework aims to coordinate private development within designated areas rather than directly fund or build generation capacity. Each declaration specifies a hosting capacity—the amount of renewable energy generation the planned transmission network in that zone can support—and sets conditions for community engagement, First Nations consultation, and local economic benefits. Only a small fraction of land within each zone will be used for renewable energy development, requiring much less than 1% of Victoria’s total land area.

Alongside the REZ declarations, VicGrid released for consultation the draft 2026 Victorian Transmission Plan Guidelines, which will guide the next full transmission plan in 2027. That document will adopt a 25-year outlook on the state’s transmission and generation needs, covering the closure of all remaining coal-fired power stations and the full development of Victoria’s offshore wind industry off the Gippsland coast.
