“On May 5, 2025, the Alcoholic Beverage and Cannabis Administration’s (ABCA) Enforcement Division, accompanied by Metropolitan Police Department (MPD) officers, implemented Closure Orders to the owners of Bouquet Labs DC located at 1110 Okie Street NE, Washington DC.
The Alcoholic Beverage and Cannabis (ABC) Board issued the Closure Orders in response to the business presenting an imminent danger to public health and safety.
Violations included:
Growing, harvesting, and distributing cannabis products without an issued Cultivation Center license. Cultivation Centers must pass regulatory inspections prior to a license being issued and a business may start to operate.
Harvest and distributed product unaccounted for by the business operator. All cannabis products must be entered into Metrc, the District’s seed to sale compliance tracking system.
Failure to test harvested products prior to distribution. All cannabis products must be tested by an ABCA-licensed Testing Laboratory.
Facility unsecured and open to the public. All grow facilities must be secured and inaccessible to the public.
Unregistered employees. All Cultivation Center employees must be registered with ABCA.
On April 12, the District’s Fire and Emergency Medical Services and Department of Buildings conducted a joint inspection and cited the business for multiple violations including the lack of an active fire panel, unsafe electrical and flammable liquid and tank connections, and unpermitted work.
Based on the hazardous conditions and the business operating without a license, MPD seized 999 cannabis plants under an Emergency Search Warrant.
To date, ABCA and the MPD have padlocked 51 illegal cannabis businesses since the Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Emergency Amendment Act of 2024, which granted the agency with new civil enforcement powers, took effect in July 2024.”

Latest action marks 53 padlocked illegal operations across city
On May 8, 2025, the Alcoholic Beverage and Cannabis Administration’s (ABCA) Enforcement Division, accompanied by Metropolitan Police Department (MPD) officers, implemented Closure Orders to the owners of Pot Paradise located at 521 H Street NE and H & Vape Smoke Shop located at 1374 H Street NE, Washington DC.
The Alcoholic Beverage and Cannabis (ABC) Board issued the Closure Orders in response to their continued operation as unlicensed cannabis retailers. Due to the businesses posing a credible and imminent danger to public health and safety, ABCA shuttered the businesses, including padlocking the doors.
MPD officers and investigators from the Violent Crime Suppression Division accompanied ABCA during the closures and observed illegal products. Search warrants were obtained and executed.
At Pot Paradise, investigators recovered nearly one pound of marijuana, more than three-quarters of a pound of THC edibles, more than a pound of mushroom edibles, and more than 90,000 grams of THC vapes.
At H & Vape Smoke Shop, investigators recovered nearly one pound of marijuana, and 94 grams of THC vapes.
The business owners may request a hearing before the ABC Board. Prior to access to the properties being returned to the property owners, the ABC Board may require the property owners to submit for Board approval, a remediation plan addressing how they will actively prevent future illegal cannabis sales on-premises. The ABC Board also has the authority to issue a $10,000 fine to each property owner.
The joint agency enforcement efforts have padlocked 53 illegal cannabis businesses since Bill 25-872, the Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Emergency Amendment Act of 2024, which granted the agency with new civil enforcement powers, took effect on July 15, 2024.”
