Australia launches new Guarantee of Origin framework for renewables

The Australian Government has launched the Guarantee of Origin (GO) scheme, a voluntary framework designed to track the emissions intensity of energy products (such as hydrogen) and to verify renewable electricity. It aims to support businesses and exporters seeking to meet the growing demand for renewable electricity and clean energy (Australian government statement, 03/11/2025).

The scheme consists of two components: the Product Guarantee of Origin (PGO) and the Renewable Electricity Guarantee of Origin (REGO).

The PGO will certify the origin of a product, how it was produced, and its lifecycle emissions intensity. Initially, it will cover hydrogen produced via electrolysis and will later expand to include a range of products such as low-carbon liquid fuels, green metals, and biomethane.

The REGO will certify renewable electricity and provide a lasting mechanism beyond the Renewable Energy Target (RET) and Large-scale Generation Certificates (LGCs), which expire in 2030. It will also allow certification of electricity not currently covered by the RET, such as electricity dispatched from storage or generated below baseline.
