Cannabis meeting preview

March 13, 2026

DULUTH, Minn. (Northern News Now) – The Minnesota Office of Cannabis Management was supposed to hold a listening session today in Duluth, but it was canceled due to weather.

However, we still caught up with the owner of Legacy Cannabis in Lincoln park.

It’s the first state licensed dispensary to open in Minnesota.

The owner shared frustrations that certain cannabis products can take weeks or months before they are approved from lab testing in Minnesota.

He also hopes the state lowers taxes on cannabis.. which currently sit at a 15-percent excise tax plus a nearly 7-percent state sales tax.

Nearby Michigan has a 10-percent excise tax and six percent sales tax.

“It’s just not fair. It’s not fair for small businesses, it’s definitley not fair for consumers, and not fair when you look at it in terms of comparing it to alcohol, you know? Or even tobacco. It’s just a much higher tax rate,” said Josh Wilken-Simon, owner of Legacy Cannabis

The Minnesota’s Office of Cannabis Management hopes to reschedule today’s listening session.
