Community Conversations: El Paso County faces funding cuts and environmental challenges
EL PASO, Texas (KFOX14/CBS4) — El Paso County Commissioner David Stout highlighted several pressing issues facing the county this year, including potential funding cuts from the federal government and environmental concerns, during KFOX14 Community Conversations.
Stout expressed concern over possible reductions in Medicaid and Medicare funding, noting that “we already have a third of our population that is not insured.”
He emphasized the strain on local taxpayers if entitlement programs are cut.
Stout also discussed the county’s budget challenges, stating that “70% of our budget goes to what’s called an unfunded mandate,” where the state legislature requires certain programs without providing funding.
He anticipates a $25 million impact on the budget due to new laws.
Environmental issues are also a focus, with Stout advocating for a contested case hearing on the renewal of the marathon refinery permit to address community concerns about emissions.
He mentioned an ongoing health impact study with UTEP, which he believes will show pollution is causing health issues.
Additionally, Stout addressed the impact of data centers on resources like water and electricity. He noted that the county is developing a best practice guide to manage future requests from such companies.
Looking ahead, Stout expressed excitement about community projects funded by recently passed bonds, including a $30 million investment in Ascarate Park for improvements like lake cleaning and new hiking trails. Public meetings are planned to gather community input on these projects.
