Council Approves Bill that Delivers More Choice, Better Prices for Renewable Energy

In a unanimous vote for all present members, the Montgomery County Council approved a bill Tuesday designed to promote the use of competitively priced clean and renewable energy by residents and small commercial electric customers.

The bill allows the county to offer more options while keeping renewable energy prices stable, according to Council President Kate Stewart, who sponsored the bill. The county would purchase electricity on behalf of residents and businesses who choose to participate in the program, which is called Community Choice Aggregation.

The county would be able to determine its preferred mix of energy sources with a focus on renewables, according to council documents. By purchasing in large amounts, the county can pass savings down to the consumer.

“At a time of great changes to federal policy and climate action funding, compounded by the uncertainty in energy prices and increased demand, it is vital here in Montgomery County that we move forward with efforts to reach our climate goals and expand options for residents to access renewable, competitively priced electricity,” said Stewart.

The Community Choice Aggregator program would be supervised by the director of the Department of Environmental Protection.

“It is a great step forward for consumers and renewable energy, especially at a time when electric rates are in flux,” said Laurie McGilvray, Takoma Park Mobilization Environment Committee.
