D.C. cannabis retailer agrees to $10,000 fine in settlement

An unlicensed cannabis business operating under the trade name Apple Dream Shop Columbia reached a settlement with the District of Columbia over allegations of unlawful cannabis sales, according to an Offer in Compromise (OIC) filed with the Alcoholic Beverage and Cannabis Board (ABCA) on September 15, 2025.
Under the agreement, the business—legally registered as Columbia La La Juice Corp., owned by Ali Riziki—acknowledges violations and accepts a $10,000 fine, which must be paid within 60 days of the Board’s approval. In exchange, the case will be resolved without further litigation.
The OIC prohibits the business from offering, exchanging, or selling cannabis or cannabis products—including THC, hemp, CBD, and THC-A—at its premises, online, or at any other location in the District unless it obtains a valid medical cannabis retail license.
Although the store remains padlocked under ABCA’s summary closure order, the settlement allows the business to continue pursuing its pending applications for a medical cannabis retail license. If approved, the owners may file a motion to lift the closure, which the District has agreed not to oppose.
If the business fails to secure a license, the closure order will stay in effect. The operator may request permission to repurpose the space for another type of business, though the District reserves the right to object.
The agreement also permits the owners limited access to the premises, at ABCA’s discretion, to make necessary modifications for eventual licensing.
The settlement is part of a wider enforcement push following the Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Emergency Amendment Act of 2024, which granted ABCA expanded civil enforcement powers. Since the law took effect in July 2024, more than 70 unlicensed cannabis shops across Washington, D.C. have been shut down.
If approved by the Board, the settlement will formally conclude the enforcement action against Apple Dream Shop Columbia, while leaving its path to legal operation open pending licensure.
