D.C. medical cannabis market sees new patient growth and market expansion

Washington D.C.’s medical cannabis market experienced notable growth in February 2025, with 17 dispensaries operational, including five new openings. Patient numbers grew, with total patients served increasing by over a thousand to 14,980, and overall registrations rising by more than 2,000 to 33,540, according to ABCA’s monthly metric report. (Which is incorrectly titled for January 2025 despite being for February). However, the market faces potential challenges, including 2,348 patient certifications expiring within the next three months and plateauing revenue for dispensaries despite an increase in open businesses.
Despite the rise in patient numbers, dispensary sales saw minimal growth, indicating a decrease in revenue per patient. Temporary patient certifications provided a slight boost, contributing to a $50,000 sales increase from January. Year-over-year, February sales climbed by over $300,000, reaching $2,811,509.
Despite an increasing number of patients served, total sales for dispensaries barely rose meaning that businesses are making less per patient than in the past.
Significant shifts occurred within the market. Cultivation sales declined, while manufacturing sales nearly doubled compared to February 2024. Concentrate sales profits plummeted, dropping from over $100 to $55 per gram. Cannabis flower prices saw a slight increase, but sales volume decreased. Vape cartridge revenue surged by 18%, outpacing the 4% increase in sales volume.
Many more medical dispensaries are set to open in March, raising concern that a plateau market revenue may just be split up over even more dispensaries.

- The average price of cannabis flower rose by 20 cents per gram from January 2025 to February. And the amount of flower sold fell by almost 30lbs.
- 2,695 lbs of cannabis waste was destroyed.
