For more than a century, EBMUD has supported the East Bay’s health, economy, and environment with high-quality water and wastewater treatment. The proposed Fiscal Year 2026 and Fiscal Year 2027 Biennial Budget includes significant investments in our infrastructure while ensuring ongoing financial stability. It reflects EBMUD’s commitment to keep the essential services you count on reliable and resilient.
Aging infrastructure remains one of EBMUD’s most pressing challenges, and new capital projects make up more than 40 percent of our expenditures. Our 10-year Capital Improvement Program maps out significant planned investments in our water and wastewater systems. These include upgrades to treatment plants, pumping facilities, pipelines, and sewer interceptors.
These improvements will help EBMUD prepare for earthquakes, droughts and wildfires, and address new challenges brought on by a changing climate, such as intense storms, wildfires, emerging contaminants, varying water sources, stormwater infiltration, and nutrient loads in San Francisco Bay.
All of this requires financial strength. EBMUD sustains its long-term fiscal health and stability by effectively balancing customer rates, our use of debt financing, and expenses. As a public, not-for-profit agency, we ensure your rate dollars directly support the facilities, operations and services on which you rely.
On June 10, 2025, the EBMUD Board of Directors will consider proposed changes to water and wastewater rates. If approved, the FY2026 rates would take effect July 1, 2025; FY2027 rates would take effect July 1, 2026.
