Environment ministers decide climate goals

October 24, 2025

Brussels – The heads of state and government of the EU countries leave it to their environment ministers to agree on climate targets for 2040.

When the leaders discussed climate and competitiveness at their summit in Brussels, they were satisfied to urge the EU Commission to “further develop conditions that enable support for the EU’s industry and citizens to achieve the interim target by 2040.”

Thus, as expected, it will be up to the environment ministers to establish the target at the beginning of November – likely in accordance with the EU Commission’s proposal for a 90 percent reduction in emissions compared to 1990.

Several EU countries, primarily in Eastern Europe, have pushed to scale back climate ambitions. The EU Commission has countered by offering more flexibility instead.
