Environmental quality officials to host meeting on proposed composting site near Giddings

June 29, 2025

LINCOLN-GIDDINGS, Texas (KBTX) -The Texas Commission on Environmental Quality will hold a public meeting on Monday night to gather input on a proposed compost facility in Lee County that has drawn months of public backlash.

The informational open house will begin at 6 p.m. at Giddings High School. According to a letter sent to KBTX from a resident, TCEQ staff will be available to answer questions before giving a formal presentation at 7 p.m.

The project is listed as the Break It Down Ranch Road compost facility. The site is located on Private Road 3264, about one mile northwest of County Road 326. According to TCEQ, the company submitted its notice of intent to operate a compost facility in September 2024.

The application has not yet been approved.

Residents and local officials have raised concerns about runoff, odor, and the site’s proximity to Yegua Creek, which feeds into Lake Somerville. The proposal also played a central role in the passage of Senate Bill 2078, filed by Sen. Lois Kolkhorst of Brenham, and places new limits on where cities with mandatory composting ordinances can send waste.

Although the law is now in effect, organizers say it remains unclear whether the new rules will apply to the pending permit.

A message from one local group urges residents to attend, calling the hearing “the last chance to convince TCEQ to deny the slop permit.”
