Ethereum Foundation reveals Interop Layer to unify L2 networks.

19.11.2025

The non-profit Ethereum Foundation (EF) has shared details of the upcoming launch of the Interop Layer (EIL). The protocol aims to unify the fragmented second-layer ecosystem into a “single chain.”

“Our vision is for users to interact with the entire L2 ecosystem as a single Ethereum network. No complex bridges, multiple chain names, or divided balances. The Ethereum Interop Layer is designed to restore a sense of unity without sacrificing decentralization and security,” the project’s blog states.

EIL implements a “wallet-centric” approach, where users sign a single transaction for trustless cross-network operations. The solution is built on the method of account abstraction and the principles of the “Trust Manifesto”

The fragmentation issue arose as a result of Ethereum’s successful scaling through rollups. Currently, users must manage balances across different blockchains, choose bridges, and track which L2 solution holds their assets.

The goal of EIL is to make the wallet a single point of access to the ecosystem of the second-largest cryptocurrency by market capitalization, with automatic support for new compatible networks.

Use cases include:

  • transferring USDC from Arbitrum to Base with one click;
  • creating NFTs on Linea with automatic balance consolidation from different networks;
  • automatic coin swaps using liquidity on Optimism

EF compared the Interop Layer to the HTTP protocol of the early internet—just as browsers unified disparate servers, EIL will unify L2 networks into a single space. This will accelerate the adoption of new rollups and allow developers to focus on user experience rather than cross-network integration.

The protocol is already available for testing and open for integration by wallets, dApp developers, and second-layer solution creators.

The head of cross-network interaction at ZKsync, Noah Pravec, praised the new product from the Ethereum Foundation.

“We are thrilled with the L1 Interop solution. It allows users of ZK-based projects to access DeFi on the first layer in 2-5 minutes—faster than the time to finality in the main ETH network,” he noted

Ethereum co-founder Vitalik Buterin has called for an end to constant changes in Ethereum’s base layer. This was reported by DL News, citing the programmer’s speech at the Devconnect conference in Buenos Aires.

He advocated for “ossification”—locking down core protocol functions to prevent changes that could lead to vulnerabilities.

“Gradual ossification is beneficial for Ethereum. We now have far fewer surprises,” said Buterin.

The programmer clarified that this process can occur at different levels and at varying speeds. For instance, while locking the consensus level, the virtual machine EVM can retain its functionality.

According to him, the main goal is not to stifle innovation but to redirect it from the base layer to the peripheral ecosystem: L2 solutions, wallets, privacy tools, and user applications.

Buterin also expressed concern about the development of quantum computing. He noted that as the technology advances, the elliptic cryptography underpinning the security of Ethereum and Bitcoin becomes more vulnerable.

“Elliptic curves are doomed,” declared the programmer, suggesting that quantum computers could breach the current security model by the next U.S. presidential election in 2028.

Ethereum has about four years to transition to quantum-resistant algorithms, assuming the development of relevant technologies aligns with current forecasts.

Back in November, Bitcoin maximalist Adam Back called the quantum threat exaggerated. In his view, computers capable of breaking cryptocurrency cryptography will not appear for another 20-40 years.
