Governor Meyer Signs HB110, Strengthening Cannabis Background Checks

DELAWARE– Governor Matt Meyer signed House Bill 110 into law Thursday night, updating fingerprint-based background check requirements for people seeking to work in Delaware’s legal cannabis industry.
According to Gov. Meyer, the new law is designed to help Delaware align its cannabis licensing process with federal standards by enabling access to national FBI background check data. House Bill 110 applies to people who want to work in, operate, or own licensed recreational marijuana businesses.
“Delaware’s recreational cannabis industry is going to create good-paying jobs and provide critical revenue for the state to help pay for schools, housing, and healthcare,” Meyer said in a statement. “House Bill 110 will strengthen our background check requirements, align our practices with federal standards, and safeguard public trust.”
The bill’s signing marks a key step in Delaware’s efforts to launch its adult-use cannabis industry, which was legalized last year. Meyer credited House Majority Whip Ed Osienski for advancing the legislation.
“I am grateful to Governor Meyer and my colleagues in the General Assembly for getting this legislation to the finish line as quickly as possible,” said Osienski. “With House Bill 110 now law, I’m hopeful the Office of the Marijuana Commissioner will be able to secure the necessary approvals to establish the background check system needed to move Delaware’s adult-use cannabis industry forward.”
House Bill 110 also clarifies and updates licensing rules, ensuring that background checks are administered fairly and consistently across the board.
As Delaware prepares to issue licenses and roll out recreational marijuana sales, state leaders say complying with federal standards is essential to avoid delays and maintain transparency.
