Ignis, Metka & Iberdrola lead renewable permitting progress in Spain

More than 800 MW move forward across Aragón, Castilla y León, Castilla-La Mancha, Extremadura and Andalucía, while the Valencia region faces setbacks in Statkraft’s projects.

Spain is accelerating the approval of renewable energy projects, with over 800 MW advancing last week in administrative procedures at the Ministry for the Ecological Transition and the Demographic Challenge (MITECO).

The latest resolutions reinforce the national trend toward hybridisation and storage, maximising the use of existing infrastructure and increasing system firmness.

Among the most significant advances, Ignis secured prior administrative authorisation for the hybrid project “HIB CTCC Escatrón” in Zaragoza, totalling 311.2 MW. The development will span Escatrón, Chiprana and Sástago, strengthening Aragón as a priority territory for renewable rollout.

In Castilla y León, Metka EGN received prior administrative authorisation for the 150.15 MW Coral Solar PV plant in Valladolid (Medina del Campo and Villaverde de Medina), one of the largest solar assets in permitting phase nationwide in 2025.

Meanwhile, Iberdrola progresses with the hybridisation of the Centenar wind farm in Huelva by adding a 39.975 MW PV module, now authorised both at construction and administrative level, enhancing output and renewable integration.

Storage continues to gain traction. EDP Renewables obtained prior and construction authorisations for the 36 MW BESS Las Lomillas in Cuenca, designed to operate alongside an existing hybrid PV + wind complex.

On the environmental side, Endesa secured a favourable environmental impact statement (EIS) for the 58.429 MW hybrid PV FV Cíjara project in Cáceres. Viridi RE achieved the same for the 44 MW Zafiro solar plant in Córdoba. Additionally, EDP Renewables obtained a favourable EIS for the 13.5 MW PV hybrid Belchite in Aragón.

Furthermore, OPDEnergy received a formal declaration of public utility for the 82.3 MW OPDE Herrera PV plant spanning Burgos and Palencia—an important milestone enabling land access for essential infrastructure.

Not all projects progressed. Statkraft faced the rejection of its applications for the 77.10 MW PV plants Los Predios and Los Hierros in the Valencia region. Meanwhile, Cenital Green Energy and LCG Renovables withdrew their files in Castellón and Zaragoza, respectively.

In total, these setbacks remove more than 300 MW from the active pipeline, particularly in areas facing greater pressure on grid connection and territorial planning.

The weekly balance remains positive, with 810 MW advancing through permitting. Momentum is concentrated in hybridisation, storage projects and regions with clearer energy planning.

Aragón leads with more than 380 MW in progress, followed by Castilla y León (~230 MW), Andalucía (~84 MW), Castilla-La Mancha (36 MW) and Extremadura (~60 MW). By contrast, the Valencia region shows the highest number of adverse decisions, with over 230 MW rejected.
