Israel releases a new renewable strategy to 2035, targets 26 GW of renewables

The Israeli Ministry of Energy and Infrastructure has opened a consultation on its National Strategic Plan for Renewable Energy to 2035 (Israeli Ministry of Energy and Infrastructure press release, 20/05/2026). The final official 2035 plan has not been formally adopted but scenarios of 35% to 40% of renewables in the power mix are under consideration. To meet these targets, the required installed capacity ranges from 22 GW for the 35% scenario to 26 GW for the 40% scenario.

Given uncertainties around electricity demand growth, notably driven by the rise of data centres, the plan adopts the higher target of 26 GW by 2030. Consequently, an additional 14 GW of new capacity is needed beyond what is already installed (8 GW) or under construction (4 GW). This addition is distributed across four key segments: agrivoltaics (5 GW), solar fields (4.5 GW), dual-use facilities (4 GW), and innovation and niche technologies (0.5 GW).

The plan outlines steps to streamline planning and remove implementation barriers, requiring a total investment of NIS 15.5 bn (USD5.5bn) to reach the 35% goal. Part of this is already embedded within the broader NIS40bn (USD14bn) national grid expansion budget.
