Lawsuit: Woman-owned cannabis business stalled by Springfield City Hall

March 27, 2025

SPRINGFIELD — A legal claim has been filed against Mayor Domenic J. Sarno and another city official for allegedly blocking a legitimate proposal for a cannabis retail and cultivation business.

The lawsuit was filed March 26 in Hampden Superior Court by Diem Springfield LLC. The complaint dates back to 2021, when the city issued a request for proposals for such businesses.

Luiscelis Hernandez, a principal of Diem Springfield, was initially slated to open her businesses at the former Eastfield Mall site. She was forced to relocate her proposed business to a site at 337 East Columbus Ave. after the mall was razed.
