LIVE: Spanberger, state lawmakers address cannabis market plan

RICHMOND, Va. (WWBT) – Gov. Abigail Spanberger, along with state Sen. Lashrecse Aird and Del. Paul Krizek, announced an agreement on retail cannibis on Tuesday.

Spanberger says the plan, which doesn’t begin until July 1, 2027, includes measures to keep children safe.

The plan avoids criminalizing possession and focuses on legalization and public safety, Aird said.

Aird says the plan is designed for the legal market to be competitive. There will be a 6% tax to start, and that will increase to 8% by 2029.

There will be a cap of 350 retail locations, which will not roll out at once.
