Meta’s AI Team Adopts 50-to-1 Manager Ratio in Unusually Flat Structure

According to a report from the Wall Street Journal, Meta‘s new applied AI engineering division will operate with a manager overseeing 50 employees. This 50-to-1 employee-to-manager ratio is double the 25-to-1 figure often considered the outer limit for managerial span of control. The structure, part of the company’s superintelligence efforts, has drawn attention for its extreme flatness.

Proponents of flat organizations argue they increase agility by streamlining decisions and placing management closer to front-line workers and customers. The theory suggests that reducing hierarchical barriers speeds innovation and that employees with closer access to authority feel more engaged and accountable.

Meta is part of a broader trend. A Gallup report indicates that companies across the United States are flattening their structures. The average number of people reporting to managers rose from 10.9 in 2024 to 12.1 in 2025. The rise in average team size is largely attributed to a growth in teams with 25 or more members.

Organizational behavior experts note that management culture often cycles between tight and loose structures, with flatter models becoming more popular during strong economic periods. Such delayering can reduce costs in the short term and improve quarterly results.

However, analysts caution that very flat structures are best suited for expert-oriented organizations, such as software engineering or academia, where work relies on peer coordination and professional norms. Even in suitable environments, potential problems include junior employees being overlooked, line managers becoming overwhelmed and burning out, and many staff feeling a lack of direction. This can lead to managers’ limited attention being dominated by the most vocal individuals or problematic cases, potentially creating medium-term organizational difficulties.
