Minnesota Office of Cannabis Management Announces the Approval of Cannabis Rules
April 15, 2025
MINNESOTA — The Minnesota Office of Cannabis Management (OCM) announced Monday that the rules governing Minnesota’s adult-use cannabis market have been formally adopted and are in effect following their approval by a judge, according to a press release from the OCM.
This was the final step in the process of setting up the cannabis market in Minnesota, and means that the OCM can start issuing business licenses to qualified applicants that have completed a list of necessary steps, including background checks.
There are currently over a thousand qualified applicants for those licenses, most of which applied for license types that do not have a cap, and do not require lottery drawings to be obtained. Lotteries for the licenses that do require drawings will be conducted this summer. There will also be a second drawing for applicants that are not selected the first time around, along with any general applicants, for any remaining licenses.
