The Missouri Division of Cannabis Regulation has revoked 25 microbusiness cannabis facility licenses following the second round of licensing under the state’s voter-approved regulatory program for microbusinesses.

Under Article XIV, microbusiness licenses are designated for cannabis businesses that operate on a smaller scale than medical or comprehensive licenses. Licensees must meet eligibility requirements, such as having a net worth below $250,000 or being a veteran with a service-connected disability. The program aims to provide cannabis facility ownership opportunities to individuals who may otherwise face barriers to entry.

Article XIV also requires the department to verify that licenses are awarded to and operated by eligible owners. The Division of Cannabis Regulation is required to monitor changes in ownership to ensure ongoing compliance with program requirements.

In October 2024, the division issued 32 Notices of Pending Revocation to licensees who had received licenses on July 24, 2024. Each notice outlined the reasons for possible revocation. Licensees were given at least 30 days to respond to the allegations and submit documentation showing why their licenses should not be revoked or suspended.

After review, seven licensees were found to have met the requirements of their notices. The remaining 25 licenses were revoked. Of those, 24 were revoked for failure to demonstrate majority ownership and operation by eligible individuals as required under 19 CSR 100-1.190(1)(B)1-5 and Article XIV, Section 2.4(12) and (13). One license was revoked due to a disqualifying felony offense. The revocations became effective April 14, 2025.
