TO SAY ABOUT THE SITE. SUSAN BRIAN, MODERN LANDFILL HAS SAT ON THE LOWER WINDSOR AND WINDSOR TOWNSHIP LINES FOR MORE THAN 50 YEARS NOW. IT WAS INITIALLY EXPECTED TO BE AT CAPACITY LAST YEAR, BUT NOW THE OWNERS HAVE ANNOUNCED IT’S STAYING OPEN BUT TAKING IN LESS WASTE, WHICH HAS PROMPTED RENEWED CONCERNS FROM SOME ENVIRONMENTAL GROUPS. WHAT WE’VE DISCOVERED IS, YOU KNOW, POLLUTION ENTERING KRAATZ CREEK, WE’VE SEEN SOME RESIDENTIAL WELLS THAT HAVE SOME ELEVATED LEVELS OF POLLUTION. SO WE REMAIN CONCERNED. SUSQUEHANNA RIVER RIVERKEEPER ASSOCIATION SAYS AS LONG AS LANDFILL REMAINS OPEN, THERE WILL BE POLLUTION IN THE AREA. RIVERKEEPER SAYS HE STAYS IN CONTACT WITH COMMUNITY MEMBERS, AND COMMUNITY MEMBERS WANT TO SEE THIS LANDFILL CLOSED UP? THERE ARE PEOPLE THAT ARE SUFFERING FROM, YOU KNOW, THE TRUCK TRAFFIC, THE NOISE, THE SMELLS, THE PENNSYLVANIA DEP RENEWED THE LANDFILL’S TEN YEAR OPERATING PERMIT BACK IN 2024, AS WELL AS THE FIVE YEAR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM. MODERN LANDFILL MANAGEMENT SAYS THEY PLAN TO TAKE IN 40% LESS WASTE IN 2026. AS IT STANDS, THE SITE IS PERMITTED TO TAKE IN 4667 TONS OF WASTE A DAY. COMPANY SAYS IT DOES NOT PLAN TO REDUCE WORKFORCE, WITH THE SLOWDOWN IN OPERATIONS. THE HOST FEES THEY PAY TO LOWER WINDSOR AND WINDSOR TOWNSHIP WILL DECREASE. LOWER WINDSOR SAYS THEY PLAN FOR THOSE CHANGES TO ENSURE MUNICIPAL SERVICES REMAIN STABLE. AND THE GENERAL MANAGER OF THE LANDFILL SAYS THEY REMAIN COMMITTED TO SERVING THE YORK COMMUNITY. LI

Republic Services is the parent company, and they said to expand the lifespan, they plan to take in less waste.“We value the strong relationships we’ve built with our neighbors and partners over the years, and we remain committed to serving this community for years to come,” Nick Adams, general manager of Modern Landfill, said in a statement.Modern Landfill management says they plan to take in 40% less waste in 2026. As it stands, the site is permitted to take in 4,667 tons of waste a day, though management says they take in less. The company says it does not plan to reduce workforce, but with the slowdown in intake, the host fees it pays to Windsor Township and Lower Windsor Township will decrease. Lower Windsor Township Lower Windsor said it plans for those changes to ensure municipal services remain stable.“With both municipalities doing their budget planning, it was important for us to share this information,” Adams said in the statement.One local environmental group said they have concerns about the site staying open.Lower Susquehanna Riverkeepers”Community members want to see this landfill closed up. We’ve seen some residential wells that have some elevated levels of pollution. So we remain concerned. You know, the landfill is it remains to be open air pollution will continue to enter our watershed,” Evgeniadis said.The Pennsylvania Department of Environmental Protection renewed the landfill’s 10-year operating permit in 2024, along with a five-year National Pollutant Discharge Elimination System permit.
