Morocco and Norway partner on 2 GW renewable energy programme

Morocco and Norway have announced an expansion of their collaboration in the area of Carbon Market Mechanisms (statement by the Moroccan Minister of Energy Transition and Sustainable Development, 05/05/2026).

The Moroccan Minister of Energy Transition and Sustainable Development and Norway’s Minister of Climate and Environment have formalized a bilateral agreement focused on the application of Article 6.2 of the Paris Agreement. “This agreement aims to develop collaborative approaches based on the market mechanisms provided under Article 6.2 of the Paris Agreement. It enables the implementation of joint projects that generate internationally transferable mitigation outcomes (ITMOs), thereby contributing to the achievement of the nationally determined contributions (NDCs) of both countries”, said the statement.

Under this framework, both countries plan to roll out the Generation-Based Incentive (GBI) programme, intended to facilitate the deployment of around 2 GW of installed renewable energy capacity in Morocco, including battery storage systems, over a ten-year period (2026–2036). The programme is expected to avoid up to 10 MtCO2 emissions by 2030.
