NSW Launches Largest Renewable Energy Tender to Date

New South Wales has kicked off its biggest-ever renewable energy solicitation, calling for proposals to build 2.5GW of new capacity under what is known as Tender 8. AusEnergy Service, the Consumer Trustee, will oversee this process as part of the state’s Electricity Infrastructure Roadmap.

The targeted volume in this round could cover roughly one-third of NSW households and move the state about 90% of the way toward its 2030 goal of 12GW of renewable generation. At the same time, authorities have unveiled Tender 9, which aims for up to 12GW-hours of long-duration storage capacity. With these two solicitations, NSW plans to surpass its earlier storage targets for 2030 and 2034 and expand its project pipeline to address shifting market conditions and expected coal plant closures.

Generation tenders had been on hold while state projects participated in the Australian Government’s Capacity Investment Scheme. According to AusEnergy Service, Tender 8 marks a renewed emphasis on NSW’s own Roadmap as federal allocations under that scheme approach their end.

The new solicitation also introduces a Hybrid Generation Long-Term Energy Service Agreement, a first for NSW. This allows developers to pair renewable sources like solar or wind with battery storage at a single location. The hybrid model aims to enable more flexible electricity dispatch, especially during peak demand or when renewable output is low.

Bidders seeking generation support through AusEnergy Service must reach a final investment decision and consider necessary grid upgrades or integration risks. Eligible long-duration storage technologies include large-scale batteries and pumped hydro that can discharge power for at least eight hours. The storage agreement offers capped annuity payments to support the business case for new facilities.

NSW Climate Change and Energy Minister Penny Sharpe said Tender 8 alone will supply enough electricity for about one-third of NSW homes, representing a significant advance in the state’s plan to secure its power system. She added that Tender 9 will enable storage of renewable energy for on-demand release, improving grid stability and reliability. The minister stressed that this approach aims to keep the lights on as aging coal plants retire while helping to lower electricity costs for NSW households.

Both tenders opened on 20 May. Proponents have roughly seven weeks to submit bids, with final decisions expected by late 2026. Once completed, projects from Tenders 8 and 9 are projected to provide enough generation and storage for 1.26 million NSW homes, bolstering system reliability and the broader transition to renewable power.
