Pennsylvania legislators introduce bill for regulation & treatment of cannabis

PENNSYLVANIA (WBNG) — Several Pennsylvania legislators are calling for the regulation and treatment of cannabis through the “Cannabis Health and Safety Act.”

Reps. Rick Krajewski and Dan Frankel introduced House Bill 1200 to regulate cannabis, establish Pennsylvania cannabis stores, and create a cannabis revenue fund, among other initiatives.

The legislators are proposing several measures, including:

  • Exemptions from criminal or civil penalties for cannabis convictions and expungement
  • Defining the membership and duties of the Liquor Control Board
  • Ensuring social and economic equity in licensing
  • Setting guidelines for packaging, labeling, advertising and testing cannabis products
  • Implementing recordkeeping and inspection protocols
  • Establishing penalties for violations
  • Creating a tax framework for cannabis businesses

Additionally, they propose the following funds:

  • The Cannabis Revenue Fund
  • The Communities Reimagined and Reinvestment Restricted Account
  • The Substance Use Disorder Prevention Treatment and Education Restricted Account

They also support issuing bonds, assigning duties to the Departments of Agriculture and Revenue and repealing necessary regulatory restrictions.
