PRESIDENT TRUMP SAYS STATE AND LOCAL REGULATIONS THREATEN U.S. ENERGY DOMINANCE. HE USED CALIFORNIA AS AN EXAMPLE, SAYING THE STATE TRIES TO DICTATE NATIONAL ENERGY POLICY. HE SAYS, QUOTE, CALIFORNIA, FOR EXAMPLE, PUNISHES CARBON USE BY ADOPTING IMPOSSIBLE CAPS ON THE AMOUNT OF CARBON BUSINESSES MAY USE. ALL BUT FORCING BUSINESSES TO PAY LARGE SUMS TO TRADE CARBON CREDITS TO MEET CALIFORNIA’S RADICAL REQUIREMENTS. In an executive order signed Monday, President Donald Trump called out California and other states for energy policies he says threaten American economic and national security. The order, titled “Protecting American Energy from State Overreach,” directs the attorney general to identify state laws that get in the way of the use of domestic energy. The directive specifically notes that laws addressing climate change, environmental justice, greenhouse gas or carbon emissions should be prioritized by the attorney general. Trump referred to California as an example of a state with “radical” requirements when it comes to carbon use. “California, for example, punishes carbon use by adopting impossible caps on the amount of carbon businesses may use, all but forcing businesses to pay large sums to ‘trade’ carbon credits,” the order states. He also called out New York and Vermont for laws that penalize energy producers for greenhouse gas emissions.
