Public Notice of Proposed Cannabis Regulations and Public Comment Period
The Leech Lake Band of Ojibwe Cannabis Regulatory Commission (“Commission”) hereby provides public notice of proposed administrative regulations pursuant to Section 3.03 of the Leech Lake Band of Ojibwe Cannabis Regulatory Act.
The proposed regulations are intended to amend and reorganize the Commission’s existing Cannabis Regulations to provide additional clarity, detail, and structure for licensed cannabis businesses and prospective applicants, and to align regulatory requirements with evolving cannabis policy and operational needs.
Public Comment Period
- Comment Period Opens: Tuesday, January 20, 2026
- Comment Period Closes: Tuesday, March 21, 2026
The public comment period will remain open for sixty (60) calendar days from the date of publication of this notice.

Submitting Comments
Written comments on the proposed regulations are encouraged. Comments should:
- Be submitted in writing;
- Reference specific provisions where possible; and
- Be received no later than March 21, 2026.

Next Steps
Following the close of the public comment period, the Commission will review all comments received and may revise the proposed regulations as deemed necessary or appropriate. The Commission intends to adopt final regulations following completion of the public comment and review process. Upon adoption, the final regulations will replace any expedited regulations adopted concurrently with the publication of the proposed regulations.
