Readers respond: Oregon’s second chance at an environmental rights amendment
April 15, 2025
It was heartening to see the renewed push for a proposed environmental rights amendment to the Oregon Bill of Rights, (“Movement launched to add environmental rights amendment to Oregon Constitution,” March 26).
There was a serious effort in Oregon in the 1990s to establish a such constitutional amendment, led by William Boyer, a retired professor living near Bend. The amendment was to ensure a sustainable and healthy environment for future generations.
It was a group effort that I helped with. Boyer spoke to the Portland City Club and had op-eds published in The Oregonian. The proposed amendment went before the Oregon Senate in 1993.
If Boyer had succeeded, there would be a Ken Burns documentary of this project, but we are not so blessed.
