Rizvanolli: No government official or LVV member has any connection with the company EFT
No official of the Government of Kosovo or the Vetëvendosje Movement has any connection with the company EFT of Vuk Hamović,” said the acting Minister of Economy, Artane Rizvanolli.

According to her, KOSTT and KEK, as well as KEDS and KESCO, have confirmed that during the LVV government’s term, they did not have any contracts for importing electricity from the Serbian company EFT, reports KosovaPress.
Rizvanolli stated at a press conference on Friday that the former opposition is deliberately misusing data from cross-border capacity auctions, which the EFT company uses to transmit electricity transit through Kosovo’s energy borders.
“It is being said that somehow the government of the Vetëvendosje Movement is connected to the EFT company. I want to make it clear: no government official and no one from Vetëvendosje has any connection with EFT. This is completely false. Second, it is being claimed that Kosovo imports from EFT. There is no evidence that Kosovo imported from EFT during our governance. This is also completely false. Third, the data from cross-border capacity auctions are being deliberately misinterpreted; EFT uses them to transmit transit energy to other countries through Kosovo’s network, creating the impression that Kosovo is buying from EFT. This is completely false. Fourth, it is being said that the government almost buys the electricity itself. Public enterprises KOSTT and KEK have confirmed that during our governance they had no contracts with EFT. Furthermore, KESCO and KEDS have also confirmed that they had no contracts with EFT during these years of our governance,” she said.Regarding allegations that Kosovo imported electricity from EFT on November 28, she stated that EFT only transmitted transit electricity through Kosovo, with the final destination being North Macedonia.
“I’ve explained that on November 28, EFT transported electricity from Montenegro to Kosovo and from Macedonia to Kosovo. However, KOSTT analyzed all the complete and detailed data and found that all the electricity that entered Kosovo from EFT left the country. EFT only used the network for transit, and no megawatt remained in Kosovo. It would be like claiming that goods from a Serbian-owned company that enter Kosovo from Montenegro and pass through Kosovo to be sold in North Macedonia count as Kosovo’s imports from Serbia. This is completely unfounded and inaccurate,” said Rizvanolli.
The acting minister accused the former opposition parties of buying electricity from EFT while they were in power, from 2008 to 2018.
“EFT sold electricity in Kosovo between 2008–2018. Meanwhile, the opposition parties that are accusing today, when this happened back then—when PDK, LDK, and AAK were in power, and their people were on the boards and CEOs of public enterprises, buying electricity from EFT—never seemed concerned about this issue,” said Rizvanolli.
Regarding the company NOA Energy, Minister Rizvanolli said the company came to Kosovo in 2018, while its branch in Kosovo was licensed in 2021.
“NOA came to Kosovo in 2018. Importantly, no official from the Kosovo government or from the Vetëvendosje Movement has any connection with NOA Energy. The Kosovo branch was licensed later, but the parent company had entered earlier,” she said.
Additionally, Rizvanolli expressed concern that the cost of cross-border capacities increased significantly last year. She said she raised this issue with the Energy Regulatory Office (ZRRE) in April of this year.
