RWE secures CIS Tender 7 contract for 1.1GW Theodore Wind Farm

RWE has obtained a contract under the Capacity Investment Scheme (CIS) Tender 7, as announced by the Australian government, for its 1.1GW Theodore onshore wind project in Central Queensland.

The CIS provides a set revenue floor and ceiling for Theodore Wind Farm, with an estimated investment of A$3bn ($2.13bn).

The planned site for the Theodore Wind Farm is situated approximately 22km east of Theodore, 50km south-west of Biloela, and 150km south-west of Gladstone, within the Banana Shire Local Government Area.

This 1.1GW project aims to establish a wind farm featuring up to 170 turbines and a battery storage facility.

It is expected to produce electricity for around 500,000 homes in Queensland.

The project received its state Development Application in June 2025 and is currently navigating the Federal Environment Protection and Biodiversity Conservation (EPBC) approval process.

RWE Renewables Europe and Australia CEO Sopna Sury said: “We are delighted to have secured a long-term Capacity Investment Scheme contract for the Theodore onshore wind development project.

“Theodore is well-positioned to deliver long-term value, contributing to energy security and stable, affordable electricity in Queensland.

“The CIS award underscores the project’s strong fundamentals, local backing, and scale, and it supports unlocking sound financing.”

Construction is anticipated to commence later this year, pending EPBC approvals and a final investment decision.

It is likely to span up to four years and will employ up to 500 workers during peak times.

Furthermore, the Australian government is supporting a significant enhancement to the country’s primary electricity grid with 19 new renewable energy initiatives.

These projects aim to provide cleaner, more affordable, and reliable power for four million households by 2030.

Under the CIS Tender 7, the projects will contribute 7.8GW of renewable energy generation and an additional 7.9GWh of battery storage through hybrid systems.

In March this year, RWE received planning approval from the German Federal Maritime and Hydrographic Agency (BSH) for its Nordseecluster B offshore wind farm in the North Sea.
