SRWMD says cannabis plant in Jefferson County violated environmental resource permit
April 18, 2026
JEFFERSON COUNTY, Fla. (WCTV) – The Suwannee River Water Management District (SRWMD) has issued a notice of non-compliance to a cannabis facility in Jefferson County, according to a social post from a state representative.
State Rep. Alison Tant posted the notice on Saturday. The notice said that the Trulieve cannabis facility located in Monticello has multiple violations on their environmental resource permit.
This comes after Jefferson County residents raised concerns over water issues they believed came from the nearby cannabis facility, earlier this month.
Residents said they believe the decline in water quality and a “skunk odor” stemmed from possible runoff from the plant.

Now, the SVWMD said that they conducted inspections on the property on April 10 and 15, and found Trulieve had the following violations:
- Impervious surfaces that were not previously permitted in site plans and not “accounted for in runoff calculations.”
- Standing Water in the stormwater pond during inspections.
- Discharging of water was seen in a video from a nearby landowner that happened for longer than 30 days after the most recent rain.
- Erosion was seen in a video obtained from a nearby landowner that was “physically expanding in size, appearing to be the result of the above-referenced discharging.”
- Presence of excessive pollutants was seen in a video from a nearby landowner during a “pumping event.” The inspectors said “tests show excessive pollutants leaving the site.”
- Water flow seen in the video obtained from a nearby landowner showed water leaving the site that may have risen above acceptable levels.
SVWMD said in the notice that Trulieve has an obligation to ensure that pumped water is fully contained.
The agency said the Trulieve engineer on record has to update the operations and maintenance plan by next Friday.
