Strata Clean Energy Starts Building 600 MWh Justice Energy Storage Project Near Phoenix

April 21, 2025

Strata Clean Energy has officially broken ground on its new battery energy storage facility, named Justice Energy Storage, located in Maricopa County, Arizona. The event was attended by representatives from Strata, Arizona Public Service (APS), and various local stakeholders. The project will have a capacity of 150 megawatts (MW) and be able to store up to 600 megawatt-hours (MWh) of electricity. Once completed, the facility will provide four hours of battery storage—enough to supply electricity to around 24,000 homes.

Justice Energy Storage is expected to be operational by April 2026. It will support the state’s grid by storing excess solar and other renewable energy generated during the day and delivering that power in the evening when electricity demand typically peaks. This function is especially important in Arizona, where energy use increases sharply during the summer months due to high temperatures and heavy air conditioning use.

Tiago Sabino Dias, Chief Commercial Officer at Strata Clean Energy, stated, “This project underscores our long-term commitment to enabling a resilient, decarbonized energy future. Justice will help Arizona move closer to its clean energy goals while supporting the economic vitality of the region.”

Brian Cole, APS Vice President of Resource Management, said in a statement, “At APS, we plan years in advance and maintain a balanced and diverse energy portfolio to serve our customers. With the addition of the Justice Energy Storage project, we’ll continue to deliver reliable and affordable energy as we power Arizona’s future growth.”

The project was selected through APS’s All-Source Request for Proposals (RFP), which was launched in June 2023. It will operate under a 20-year tolling agreement between Strata and APS. Under this agreement, Strata will be responsible for developing, owning, and operating the facility, while APS will have rights to dispatch the stored energy as needed.

The Justice Energy Storage facility is part of Strata’s growing portfolio of large-scale renewable energy and storage projects across the United States. By contributing to energy reliability and helping balance the grid during peak periods, the project will play an important role in supporting Arizona’s energy transition and ensuring a more resilient and sustainable power supply.
