The Philippines open GEA-4 tender to procure 10 GW of solar and wind

The Philippines’ Department of Energy (DOE) has officially opened its fourth Green Energy Auction (GEA-4) round to registrants. The tender aims for the development of 10 GW of solar and onshore wind capacity. The DOE outlined a detailed timeline of activities, including pre-bid evaluations (23 to 27 June 2025), and notification of qualified bidders (2 July 2025). Submission of bid bonds is due between 12 and 27 August 2025, while the auction itself will take place on 2 September 2025. The DOE will validate bids from 11 to 17 September 2025, and the approval and issuance of certificates is expected to conclude by 9 January 2026. Selected projects are expected to begin commercial operations between 2026 and 2029.
The DOE had released the Terms of Reference (TOR) for the GEA-4 auction in March 2025), featuring the integration of Renewable Energy and Energy Storage Systems (IRESS) and marking the first auction to feature solar power plants paired with Battery Energy Storage Systems (BESS). With an additional 1,100 MW of solar capacity equipped with storage, the auction is expected to enhance grid stability and support rising electricity demand.
Earlier in June 2025, the Philippines also unveiled its Fifth Green Energy Auction (GEA-5), aiming to procure 3.3 GW of fixed-bottom offshore wind capacity, expected to be commissioned between 2028 and 2030.
