U.S. President Donald Trump signed on Thursday an executive order establishing a U.S. strategic bitcoin reserve, as well as a “digital asset stockpile” for other cryptocurrencies, but put potential limits on buying more of the tokens beyond what is held by the federal government.

Trump had promoted the idea of creating such a reserve on the campaign trail and sparked a crypto rally earlier in the week by suggesting four more tokens could be included in the reserve beyond bitcoin.

“The Secretary of the Treasury and the Secretary of Commerce shall develop strategies for acquiring additional Government BTC provided that such strategies are budget neutral and do not impose incremental costs on United States taxpayers,” the executive order said.

The order also said that the U.S. wouldn’t acquire more stockpile assets beyond those forfeited in criminal or civil proceedings “without further executive or legislative action.”

The news initially sent cryptocurrencies lower, but by early Friday, the price of bitcoin and the four other tokens that Trump had said could go into the reserve were paring their losses. Bitcoin (BTCUSD), which had reached a high of around $109,000 in January, was down more than 1% to trade around $89,000. Ether (ETHUSD), XRP (XRPUSD), Solana’s (SOLUSD) SOL token, and Cardano’s ADA (ADAUSD) were all little changed to down 3%.
