US Voters Still Backing Serious Cannabis Reform

A new poll shows ongoing strong support for federal cannabis reform and the intentions of the STATES 2.0 Act.

According to a May 2025 national survey conducted by Forbes Tate Partners among 2,051 registered voters aged 21 years or older:

  • 70% support (44% strongly support) cannabis reform.
  • 69% support states making their own decisions concerning cannabis (22% oppose).
  • 48% would be more likely to vote for a candidate who supports reforming federal cannabis law.
  • Approximately 45% would feel more favorable about the Trump Administration’s agenda if it supported reforming federal cannabis law.

Commenting on the poll results, the Coalition for Cannabis Policy, Education, and Regulation (CPEAR), which commissioned the survey said:

“The findings from this national survey make one thing clear: voters across the political spectrum continue to support commonsense cannabis reforms that respect state decisions, enhance public safety, and reflect evolving attitudes.”

Regarding the STATES 2.0 Act, it seeks to ensure the federal government does not interfere with states or tribes that have chosen to legalize cannabis. The legislation was reintroduced in April this year by Representatives Dave Joyce, Max Miller and Dina Titus.

“The STATES 2.0 Act offers a pragmatic path forward—balancing individual liberty with responsible regulation,” says CPEAR. “As the national conversation around cannabis policy progresses, lawmakers have a clear mandate from the
public to modernize federal law in a way that empowers states and protects communities.”

CPEAR’s mission is to advance a comprehensive federal regulatory framework for cannabis, while upholding public safety.

“Continued state-by-state expansion without federal oversight and coordination creates intractable problems for consumers, patients, regulators, law enforcement, and the public,” says the organisation.

At this point, the Trump administration has not made any serious moves to loosen federal cannabis law, reforms that President Trump had previously backed. On September 9, 2024, President Trump stated:

“As President, we will continue to focus on research to unlock the medical uses of marijuana to a Schedule 3 drug, and work with Congress to pass common sense laws, including safe banking for state authorized companies, and supporting states rights to pass marijuana laws, like in Florida, that work so well for their citizens.”
