WSCC trustees to consider Living Master Plan contract, renewable energy recommendation

SCOTTVILLE — The West Shore Community College Board of Trustees will consider a contract for a new “Living Master Plan,” review a renewable energy recommendation and receive the college’s annual strategic planning report during its regular meeting Monday, May 18.
The meeting begins at 4 p.m. in the John M. Eaton Board Room on the WSCC campus.
One of the most significant agenda items is a recommendation to authorize a $155,970 contract with Design Collaborative for development of a comprehensive Living Master Plan for the college.
According to board materials, the plan would include a campus-wide space utilization study, facility condition assessments, stakeholder engagement, future space visioning and long-term capital planning recommendations for all college locations.
College administration said the project is intended to create “a dynamic and adaptable planning framework” to guide future decisions regarding facilities, academic programming, student services and community engagement.
Five firms submitted proposals through the request-for-proposals process, with bids ranging from $138,000 to $399,180. Administration recommended Design Collaborative, citing the firm’s higher education planning experience, project approach and overall value to the college.
If approved, work on the master plan project would begin immediately, with a final presentation to trustees anticipated in October 2026.
Trustees also are expected to review April financial reports showing general fund expenditures of $1,545,421 and auxiliary fund expenditures of $74,477.
Financial documents included in the meeting packet state summer enrollment remains strong, particularly because of growth in Michigan Workforce Training and Education Collaborative programs.
The board also will consider a recommendation related to Consumers Energy’s Business Renewable Energy Program.
During the president’s report, trustees will receive the college’s 2026 Strategic Plan Annual Report, which outlines enrollment, workforce training and student success initiatives.
The report states WSCC recorded 251 graduates earning 261 credentials during the 2025-26 academic year, the highest graduate total in college history, exceeding the institution’s 10-year average of 138 graduates annually.
The report also highlights continued expansion of EMS and healthcare programming, including a $492,835 state EMS workforce support grant, growth of early middle college partnerships and the addition of artificial intelligence coursework within the college’s information technology programs.
According to the report, WSCC also plans to begin offering a new fully online Fire Science associate degree program in fall 2026 aimed at current and aspiring firefighters.
Additional agenda items include a presentation from students who attended the Phi Theta Kappa Catalyst Conference, a report from Michigan Community College Association President Brandy Johnson and the introduction of new employee Mary Miller as accounts payable and internal services support specialist.
