Youngkin vetoes minimum wage raise, retail cannabis market

RICHMOND, Va. (WVVA) – Governor Youngkin has announced the completion of his actions on all legislation from the 2025 General Assembly session.

He signed 599 bills into law, amended 159 bills and vetoed 157 bills. Of those 157 vetoes, Younkin rejected a raise to the minimum wage and the creation of a retail cannabis market in the commonwealth.

House Bill 1928 would have incrementally increased the minimum wage to $15 an hour by 2027, seeing a raise to $13.50 per hour in 2026. The current minimum wage is $12.41.

House Bill 2485 would established the framework for creating a retail market for cannabis in Virginia along with the creation of the Virginia Cannabis Control Authority. If signed into law the authority would have began issuing licenses in September of this year and retail sales would have began in May of 2026.

Currently marijuana can only be sold by by a licensed pharmaceutical processor or dispensing facility to someone with a state-issued medical card.

Other bills vetoed include removing insurance surcharges for tobacco users and the establishment of a Prescription Drug Affordability Board.
